Vanguard Emergency Management (Vanguard EM) supports FEMA by maintaining a cadre of qualified disaster housing inspectors, hiring trained and badged surge staff, and utilizing a management staff prepared to implement a rapid disaster response.

Vanguard EM adjusts staffing levels as needed to accommodate varying-sized disasters and respond to simultaneous incidents.

Vanguard EM's surge staff provides temporary support to disaster operations and allows Vanguard EM to meet contractual demands. All members of the surge staff team are hired as a part-time employee by one of the three partner companies who make up the Vanguard Emergency Management joint venture. Vanguard EM contacts surge staff directly when a disaster has been declared and additional staffing is needed. Being hired by a partner company does not automatically guarantee additional work outside of the Vanguard EM joint venture, but staff may be considered for other opportunities if additional work is available. Surge staff is not required to sign contracts but may be requested to agree to at least a 3-week minimum work commitment if called upon to assist in a declared disaster situation.

Surge staff work on a shift-basis and schedules will vary depending on the type and nature of the disaster. Surge staff will be given advance notice of schedule changes and will not be penalized if they cannot accommodate short-term shift changes.

Position Information

Quality Manager
Location:

Description/Requirements:
The Quality Manager maintains Vanguard Emergency Management's Quality Management System, including all ISO 9001:2008 activities; directs Quality Control operations during active disaster events; coordinates Vanguard EM's training program; and collaborates with other members of the Management Team to identify and enact process improvements. Qualified applicants must have a working knowledge of the federal laws and guidelines governing FEMA's Individual Assitance (IA) program, and must have at least 4 years of experience related to the IA program's Housing Inspection Services (HIS) component.
Quality Control Analyst
Location:
Winchester, VA
Description/Requirements:
The quality control analyst requests and assigns quality control (QC) inspections to QC inspectors in the field and provides surge support to the QC management team at the Vanguard Emergency Management headquarters during declared disasters. This includes but is not limited to QC analysis and report development and tracking. FEMA HIS/NEMIS experience a plus.
 
Call Center Support
Location:

Description/Requirements:
Call center support reviews housing inspections performed by field inspectors, ensures compliance with FEMA guidelines, and supports the Vanguard Emergency Management call center.
Technical Support Technician
Location:
Winchester, VA
Description/Requirements:
Provides technical support for disaster housing inspectors. Duties include but are not limited to, responding to inspectors technical questions on operating Android based tablets, cellular data communications, and hardware and software troubleshooting.
